As a member of the Division of Undergraduate Education, the Educational Partnership Center (EPC) provides an array of school-centered and student-centered activities for students, parents, faculty, and community members across the Monterey Bay and Silicon Valley/San Jose regions to support students on the college-going pathway. The EPC coordinates new and longstanding student academic preparation efforts of the University of California, Santa Cruz with the goal of increasing access and opportunity to postsecondary education for students across our service area. The EPC provides support to faculty, staff, and outreach groups to work collaboratively with schools, community colleges, and universities to promote educational pathways to success for all students. Programs in the EPC include:

The GEAR UP programs are under the umbrella of the EPC, serving targeted schools in the Pajaro Valley region, Salinas, and South Monterey County with the goal of increasing the number of low-income students who are prepared to enter and succeed in postsecondary education.

JOB SUMMARY


Under the general supervision of the EPC deputy director, the incumbent will oversee the GEAR UP programs in Pajaro Valley, Salinas, and South Monterey County. The incumbent will provide leadership in program policy, development, implementation, assessment, contract negotiation, communication and evaluation. The incumbent will be responsible for the realization of increased college eligibility, preparation, and enrollment within these regions, largely functioning with autonomy to establish program goals, budgets, and personnel. They will be responsible for grant oversight, compliance, and meeting of grant deliverables within these assigned regions, including hiring, supervision, training, and support to direct service staff. They will represent the program internally and externally - leading communication with funders - and will work with administration to reach both programming and unit goals/strategic plans. The incumbent will also actively participate in numerous cross-functional teams with EPC staff, school/district staff, and university personnel.



APPOINTMENT INFORMATION



Budgeted Salary: $99,600 - $106,590/year. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES



50% - Program Management, Supervision, and Evaluation

  • Responsible for planning and directing the EPC's GEAR UP programs with the goal of increasing college access and preparation for low-income, first generation, underrepresented students.
  • In partnership with K-12, postsecondary and community partners and program staff, foster college-going and completion cultures at partner K-12 districts/schools. This includes identifying barriers to college preparation and access and working collaboratively with key partners to create systemic change to address them.
  • Responsible for meeting program deliverables; developing and implementing programming and policy decisions that are in compliance with federal and state grant guidelines and university policies, procedures, and regulations, and are in alignment with center-wide and program outcomes.
  • Work closely with the EPC RE&I director on data collection, survey implementation, service-tracking and monitoring, and program evaluation. This includes developing measurable ways to evaluate the effectiveness of the programs; ensuring accountability to funders and stakeholders; completing all reporting requirements; and monitoring progress towards meeting program grant deliverables within state and federal guidelines.
  • Responsible for human resources management of subordinates, including the hiring, supervision, training, and mentoring needed in support of their success. This involves the determination of performance goals and expectations for subordinates, assessing training needs, and meeting regularly with staff to review programs' and staff's activities and progress towards achieving goals and outcomes.


30% - Budget Management and Resource Securement

  • Oversight of the GEAR UP programs' spending plans. Ensure they are in alignment with federal and university regulations, as well as with program grant deliverables. Maintain regional budgets, approve expenditures, ensure they are allowable, and perform quarterly analysis of expenditures to advise assistant directors on budget, priorities, and re-allocation of new funds and resources.
  • Work closely with the executive director and the EPC Development Director to identify and secure resources sufficient to sustain and expand program services in the region, as well as to solicit needed in-kind resources to support programs. This includes grant writing and fund development.
  • Oversee the negotiation and development of the annual Partnership Service Agreements/Contracts for programs and their timely execution. Ensure federal match is being captured and maintained according to grant standards and met for all GEAR UP grants.


20% - Collaboration, Communication, and Community Building

  • Build, coordinate, and sustain flexible intersegmental partnerships (e.g. K-12, postsecondary institutions, community organizations, policy makers) and campus faculty and staff, and UC Office of the President personnel that support student college preparation, access and success. Represent program and university at stakeholder, partnership, and collaboration meetings.
  • Increase public awareness and engage stakeholders (e.g. educators, students, parents, donors, legislators, community, business, campus faculty and staff) around program goals, needs, and issues. Work with the associate director of development to create marketing and communication strategies regarding programs' achievements, and develop opportunities to market program successes to partners and the media.
  • Serve on department, organization, and external committees, workgroups, and coordinating bodies. This includes the facilitation of meetings and creation of agendas.


REQUIRED QUALIFICATIONS

  • Bachelor's degree in related area and / or equivalent experience / training.
  • Extensive experience designing, managing, implementing and evaluating K-12 college preparation and access programs for underrepresented and/or low-income students/families using culturally-appropriate strategies necessary to reach this community.
  • Five years' work experience in college access and preparation programs that improve enrollment of low-income and first-generation students in rigorous academic programs of study, secondary school persistence and graduation, and postsecondary enrollment and attainment.
  • Four years of experience supervising professional and support staff, including developing performance objectives, and managing and rewarding performance to meet grant deliverables.
  • Demonstrated cultural competency with respect to race, ethnicity, and socioeconomic status.
  • Experience developing and implementing educational policy. This includes the ability to interpret political and social contexts of schools and communities, and exercise diplomacy in various cross-cultural contexts.
  • Excellent writing experience sufficient to produce correspondence, annual performance reports, grant proposals, and publications.
  • Experience working collaboratively with K-12 key constituents (e.g. students, parents, teachers, counselors, and/or administrators), postsecondary institutions, and community organizations.
  • Excellent communication and interpersonal skills sufficient to: develop effective relationships across all spectrums of the campus community and P-20 partners in the program service area; make effective public presentations to diverse groups; chair committees and task forces representing multiple interests; run effective meetings to move from ideas to action and achieve consensus on highly sensitive issues.
  • Advanced knowledge of, and experience in, developing, managing, and monitoring budgets and aligning expenditures to outcomes.
  • Demonstrated success in planning, developing, and facilitating collaborative partnerships to implement and evaluate educational initiatives.
  • Knowledge of:
  • pedagogical issues underlying student academic development
  • strategies for increasing achievement and supporting low-income, first generation students on their postsecondary opportunities and careers
  • K-14 educational equity programs and issues
  • youth and adolescent development theory, including issues facing low income, first generation and urban youth
  • organizational development strategies and practices




PREFERRED QUALIFICATIONS

  • Master's degree in education, psychology, or a related field from an accredited college or university.
  • Experience managing the delivery of in-person and virtual services to successfully engage students and families using various social media and web-based platforms and their evaluation components.
  • Demonstrated knowledge of relevant federal / state regulations and accountability / reporting requirements.
