Job Description

The City of Bangor has a unique opportunity for the right candidate interested in making a difference! The City of Bangor is seeking a qualified professional to fill the role of Risk and Safety Manager. This position is responsible for leading all aspects of the City’s Environmental, Health and Safety (EH&S) program by coordinating with department directors and supervisors across the City. This position is responsible for managing the City’s loss control and risk management initiatives, including property and casualty insurance coverage and the City’s self-insured workers’ compensation program. Responsibilities

  • Develop and maintain the City’s written Environmental, Health and Safety programs and written documents, including, but not limited to training presentations, standard operating procedures, guidance documents, and audit forms.
  • Conduct an accident investigation and identify the root cause of all significant incidents, employee injuries or environmental concerns. Work with Department Directors to identify and assign corrective actions to prevent reoccurrence of the incident or accident.
  • Work with Department Directors and supervisors to ascertain compliance with applicable Federal, State, and local regulations, such as, but not limited to, the Bureau of Labor Standards (BLS), Occupational Safety and Health Administration (OSHA), Maine Department of Environmental Protection (MDEP) Environmental Protection Agency (EPA) and Maine Department of Transportation (MDOT) relative to City operations.
  • Oversee and manage all aspects of the City’s and School Department’s workers’ compensation claims. Working closely with the City’s Third-party Administrator, Occupational Healthcare Provider and the supervisors, the incumbent will coordinate a return-to-work philosophy for all injured employees.
  • Ensure all OSHA 300 logs, 300A and 301 documents for the City of Bangor and School Department are maintained and kept up to date throughout the calendar year.
  • Represents the City at workers’ compensation and civil litigation mediations and formal hearings as necessary, assisting attorneys in case development.
  • Maintain all lines of insurance coverage for property, casualty and excess workers compensation relative to the City’s and School Department’s operations. Reviews and analyzes risk and insurance coverage and performs timely renewal of all policies.
  • Perform the initial claim intake for all reported City property and casualty insurance claims. Serving as the City’s liaison to the insurance claim adjustor, the Risk and Safety Manager will provide accident/incident reports, police reports, photos and any other documentation related to the incident.
  • Conduct routine workplace inspections of City locations and reviewing unsafe operations or work practices with Department Directors and supervisors to reinforce a strong safety culture and ensure regulatory compliance with Federal and State regulations. Document findings and identify corrective actions to ensure the unsafe operation or condition is adequately addressed in a reasonable amount of time.
  • Oversee and manage the City’s environmental policies and programs, including but not limited to: Hazardous Waste, Universal Waste, Bio-medical Waste, Oil SPCC, Oil/Water Separator Management, MSGP Stormwater, Tier II Reporting, Spill Prevention and Clean-up Operations, Underground Storage Tanks, and Air Emissions License.
  • Ability to analyze an unsafe condition or operation and provide technical and regulatory EH&S guidance to Department Directors and supervisors to abate hazard.
  • Work with the Department Directors, identify and document the departments’ EH&S training requirements. Coordinate or conduct training courses to ensure departments are able to address their training needs.

Qualifications

  • Five or more years of progressive experience in Environmental Health and Safety field. Preferred experience working in a municipality, state or local government or university setting.
  • Bachelor's degree in environmental health and safety, Occupational Safety, Industrial Hygiene, or another closely related field is preferred.
  • Must maintain high levels of confidentiality.
  • Must successfully manage stressful situations and upset individuals in a tactful, professional manager.
  • This position requires schedule flexibility including occasional nights and weekends, as required to support business needs including emergencies.
  • A valid Maine driver’s license and ability to visit different worksites on a frequent basis is required.
  • Strong communicator possessing the ability to work cross-functionally with multiple departments and leadership levels.
